Why Am I Gaining Weight? PORQUASSS!

Okay, so, I'm eighteen years of age and I've been struggling to lose weight. I've gone from 180/170 lbs down to 150, and I really want to lose more weight for a goal weight of 140 lbs. (Yes, the dreaded last ten lbs.) I gained a few lbs over the holidays, even though I did watch what I was eating with quite a keen eye, and right before Christmas I weighed 153.8 lbs. Even though i didn't overeat, I weighed in at 157 lbs after Christmas. I figured, water weight- sure enough, one week later, I was 155 lbs. Annoying but tolerable. So I started working out a lot- warming up on my wii fit an then riding my bike for another hour. I've increased my speed from 13 mph to 15.5 mph. But I just weighed myself again, and I'm 157 lbs. Its been three weeks; shouldn't I be losing weight? (Btw- I'm eating 1400-1700 calories a day. I am not underestimating calories consumed. I've been tracking my intake for three years now. I'm not an idiot.)
