Why am I not losing weight?

Hello,

For the past 4 weeks I have been on a 1400 calorie well-balanced diet of fresh fruits/vegetables, whole grains, lean meats, and the occasional treat (two times a week I let myself have something like a cookie or a small latte, as long as it's under 300 calories and doesn't put me over 1700 calories for the day.)

6 days a week, I do 30 minutes of cardio (biking @ 13-14mph or aerobics) and 3 days a week of light weight training/toning.

I have not lost one single pound this entire month. What am I doing wrong?
