Is there ever such a thing as being too fat for natural weight loss?

Like, is there a particular weight or BMI range that is so high, it's impossible to get to a normal weight without surgery or some other unnatural method?

The other day, a friend of mine and I were watching a documentary on the world's largest man and he was on the zone diet and plateaued. But, the doctors were saying he was just too fat to lose the weight through diet and exercise alone, not any other reason like a flaw in his diet/exercise plan. Obviously, there aren't very many people that are as large as he was but is there a cut-off weight or BMI where you can no longer diet/exercise to a healthy weight?
