Some one help me please!!

I dont know what to do.... I love to excerise so I do it almost everyday!!!! I started working out in January of 2011, I love the way my body is looking. I am getting toned and a nice shape is starting to form within my muscle. My only problem... the fat is NOT leaving!!! When I started working out I was at 191lbs... down to 181lbs.... back up to 190lbs... I know that muscle is heavier than fat but I had a body composition test done and its still telling me that I have 63lbs of fat to lose. So I basicly haven't lost a single pound of my fat. I don't know what to do, I know I should change my eating habits more but I eat tons of veggies/fruit and small portions of protien. I do enjoy icecream/muffins when I get the urge but I try to do the whole portion control thing, plus my body will pretty much burn eveything I put in it now. I am feeling hopeless. I just want this fat to leave me... I am done carrying this 63lbs.... HELP ME PLEASE!!
