Can someone explain something PLEASE....

Okay I have dropped two pants sizes and close to being 3. HOWEVER my shirt size is staying the same. I'm extremely confused by this. I workout, I life weights and I do crunches on the floor, on a ball and other ab workouts stand up. I know they say the middle is the hardest place to lose but I don’t understand. I recently went to a clothing store that I go to on a regular basis and didn’t try on a shirt I just bought it because it’s my normal size and the shirt is kinda too SMALL. How is this possible? Even if my weight shifted when I got on a scale it would still show that I didn’t lose weight so that can’t be it. I'm just super confused and trying not to feel discouraged but im getting really close to being just that. I don’t want to have to shop at smaller stores for pants and plus size stores for shirts.
