How do you know if you are eating too few calories?

I have been logging my food for 3 years now. In the first 10 months of my diet and exercise program I lost 35lbs going from 170 to 135 but now have been staying within 5lbs of that weight (so more than 2 years). Well now it is really bothering me and I am pretty sure what I am doing in response isn't the right thing to do. That response is to cut more calories and workout even more.

I am a small frame 5'6" male and I limit my calories to 1900/day + whatever I burn in exercise. Exercise is 2 days of running speed work (~60 mins or 7-9 miles), 3 days of P90X, and 1 long run of 15+ miles. I have found that if I push very hard I am usually not very hungry after a workout and force myself to eat protein shakes (or at least some sort of protein right after). But the problem is that I am now ~2000 - 3000 calories under budget by the end of the week and yet body fat and weight remains unchanged.

This is very confusing to me. Perhaps my calorie counting is off a bit but not by 300 - 400 calories every day. In addition the 1900 was to allow me to lose 1/2lb per week in the first place. So my concern is that perhaps I am eating so little calories that my body is going into starvation mode? Is that even possible when I am working out 6 days a week? If I am what would be the best food to force down because I pretty much only eat when hungry or after a workout. Fat free yogurt? Another protein shake? More fruit?
