measurements vs weight loss

I've lost 12 lbs since July, through dieting and walking, and yet my measurements are still the same, in fact I think my thighs may even be an inch larger in circumference. :(

I started at 200 lbs, so I know I haven't lost very much. But I feel like I am not really losing at all if it is making no difference to my size? Anyone else experience a change in the scale but not the tape measure?

you might be losing subcutaneous (sp?) fat...its internal fat and once that is lost, u'll start losing the external fat faster.

Hopefully that's the case. I feel like I'm the only one though. Lots of people seem to report changes in their measurements even when the scale is not moving. Are there certain exercises that can make you leaner without changing your weight?
